RESURFACES IN CHINO HILLS

More than 50 residents signed a complaint alleging that three houses in their neighborhood are being used as maternity homes for Chinese women who come to Chino Hills to bear their babies.The petition was submitted to the city council Tuesday by Rossana Mitchell, president of a group opposed to maternity hotels. She is a city council candidate.Neighbors said the homes are located in close proximity on Summer Breeze Circle, Forest Meadow Drive and Cottontail Drive.The streets are west of Peyton Drive and south of Eucalyptus Avenue.Residents said they have seen white vans transporting groups of pregnant women, numerous cribs and mattresses on the properties, a bed and living quarters in a garage, trash cans overfl owing with diapers and babyrelated items. They said they hear babies crying throughout the day.Ms. Mitchell, who heads notinchinohills.org, which led the protest of a maternity operation at 15250 Woodglen Drive two years ago, said she was contacted by the neighbors who said the city was unresponsive to their concerns.Ms. Mitchell said homeowners may rent out rooms but generating income other than by rental requires abusiness license.The Woodglen maternity home was shut down after it was learned that up to 30 women and their newborns were staying in a mansion illegally converted to contain 17 bedrooms and 17 bathrooms.School board toldto redo local plan HotelContinued from Page A1The hotel was advertised in mainland China as a place for pregnant women to recover with their newborns after spending a holiday in Chino Hills.Sandy Brainard, who lives on Fieldfl ower Circle, said she introduced herself to a woman on a walk who told her she paid up to $25,000 to come to Chino Hills, have her baby, stay for 30 days after the baby is born, and return to China.One woman, pregnant with her fi rst child, told the Champion she entered Chino Hills into a search engine and found a home for rent on Cottontail Drive. She arrived from China with her mother. She said obstetrics care is better in the United States than in China.Capt. Robert Guillen of the Chino Hills Police Department said the police have received no complaints about the alleged birthing centers.”He said the federal government has jurisdiction over issues of citizenship and passports.According to an Immigration and Customs Enforcement (ICE) spokesman, federal laws do not prohibit pregnant women from entering the country unless they use fraud or deception to obtain a visa, which is challenging to prove.Mitch Holt, who lives on Forest Meadow, said he is disturbed about the loophole. “Everybody is welcome here, it’s America,” he said. “But when somebody uses a glitch in our system to fi nd a way to get into the United States and abuse the system, it’s just not right.”Vice mayor Cynthia Moran said Wednesday the city would address the concerns of residents. She said city staff must determine if a law or ordinance is being violated. Once that is established, staff can take steps to resolve the problem. “Everyone has a right to privacy and everyone has a right to due process,” Mrs. Moran said. “I’m confi dent this is another issue in our town that we will work through together to ensure that residents are comfortable in their neighborhoods.”Neighborhood services manager Ben Montgomery said the maternity hotel complaint received by the city will be subject to the normal code enforcement process, where an offi cer would investigate.Infants born in the United States become citizens.
